MINUTES

Representative Davids, Chair of the Tax Committee, began the meeting at 10:15 A.M. on March 10th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 10:15. A quorum was NOT present.

A quorum was present at 10:20 and the meeting was called to order.

Representative Simonson moved to approve the minutes from March 5th, 2015. THE MOTION PREVAILED.

Representative Knoblach moved that HF798 come before the committee.

HF798 Knoblach: K-12 education expense subtraction and credit modified; credit extended to tuition; subtraction and credit amounts increased; income phaseout for the credit increase; and credit, subtraction amount, and credit phaseout threshold adjusted for inflation.

Representative Knoblach, Mitch Pearlstein of the Center for the American Experiment, Jim Bartholemew of the Minnesota Business Partnership, Gary Amoroso of the Minnesota Association of School Administrators, Scott Croonquist of the Association of Metropolitan School Districts, testified on HF798, first engrossment.

Discussion on HF798 will continue at the Tax Committee Hearing on March 11th, 2015.

Representative Davids moved that HF245 come before the committee.

HF245 Urdahl: K-12 teachers who complete master’s degree in a content area directly related to their licensure field allowed tax credit, and money appropriated.

Representative Davids moved that the H0245A3 amendment be adopted. THE MOTION PREVAILED.

Representative Urdahl testified on HF245, second engrossment.

Representative Davids moved that HF245, as amended, be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF359 come before the committee.

HF359 Runbeck: Reading tax credit modified.

Representative Runbeck, Karin Marttinen, Dr. Amy Schulting, Paul Cumings of the Minnesota Department of Revenue, Geoff Fournier of the Minnesota Department of Revenue, and Robin Fiene of the Minnesota Department of Revenue, testified on HF359, first engrossment.

Representative Davids moved that HF359 be laid over for possible inclusion in the omnibus tax bill.

Representative Anderson, S. moved that HF72 come before the committee.

HF72 Anderson, S.: Education expense credit and deduction provided to apply to expenditures for prekindergarten expenses.

Representative Anderson, S. testified on HF72, first engrossment.

Representative Anderson, S. moved that HF72 be laid over for possible inclusion in the omnibus tax bill.

Representative Anderson, S. moved that HF667 come before the committee.

HF667 Anderson, S.: K-12 education expense credit modified, credit amount and income phaseout for the credit increased, and credit phaseout threshold adjusted for inflation.

Representative Anderson, S. testified on HF667, first engrossment.

Representative Anderson, S. moved that HF667 be laid over for possible inclusion in the omnibus tax bill.
