MINUTES

Representative Davids, Chair of the Tax Committee, began the meeting at 10:15 A.M. on March 26th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 10:15. A quorum was NOT present.

A quorum was present at 10:16 and the meeting was called to order.

Representative Simonson moved to approve the minutes from March 25th, 2015. THE MOTION PREVAILED.

Representative Davids moved that HF1544 come back before the committee.

HF1544 Nash: Premium Cigar definition modified, and premium cigar maximum tax reduced.

Representative Nash, Molly Moilanen of ClearWay Minnesota, and Dr. Lisa Mattson, former President of the Twin Cities Medical Society testified on HF1544, first engrossment.

Representative Davids moved that HF1544 be temporarily laid over.

Representative Davids moved that HF1955 come before the committee.

HF1955 Urdahl: Teacher mentorship program importance reaffirmed, taxable income modifications made, and money appropriated.

Representative Davids moved that the H01955A2 amendment be adopted. THE MOTION PREVAILED.

Representative Urdahl testified on HF1955, first engrossment.

Representative Davids moved that HF1955, as amended, be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1956 come before the committee.

HF1956 Urdahl: School year-long student teach programs made part of teacher preparation, report on tax credit for student teachers required, and money appropriated.

Representative Urdahl, testified on HF1956, first engrossment.

Representative Davids moved that HF1956 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1544 come back before the committee.

HF1544 Nash: Premium Cigar definition modified, and premium cigar maximum tax reduced.

Representative Nash, Dr. Russell Leupker of the American Heart Association, LaTrisha Vetaw of Breathe Free North, and Hannah Simmons of the American Cancer Society, testified on HF1544, first engrossment.

Representative Loeffler moved to orally amend HF1544 as follows:
Page 1, delete section 1
Renumber the sections in sequence and amend the title accordingly
THE MOTION DID NOT PREVAIL.

Representative Loeffler asked for a roll call vote. The results were as follows:

Representative Davids moved that HF1544 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1775 come before the committee.

HF1775 Davids: Federal tax burdens required to be included in tax incidence study.

Dr. John Spry testified on HF1775, first engrossment.

Representative Davids moved that HF1775 be laid over for possible inclusion in the omnibus tax bill.

Representative Davnie moved that HF89 come before the committee.

HF89 Davnie: Instructional materials tax exemption modified.

Representative Davnie, Cari Johnson Pelava of Centerpoint Massage and Shiatsm School & Clinic, and Paul Cumings of the Minnesota Department of Revenue, testified on HF89, first engrossment.


Representative Davnie moved that HF89 be laid over for possible inclusion in the omnibus tax bill.

Meeting adjourned at 12:00 P.M.
