Representative Greg Davids, Chairman of the Taxes Committee, began the meeting at 10:15 AM on March 22, 2016, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Davids officially called the meeting to order at 10:19 AM. A quorum was present.


Representative Erik Simonson moved the minutes of March 16, 2016 be approved. THE MOTION PREVAILED.


Chair Davids moved House File 3463 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Nan Madden, Director of Minnesota Budget Project, testified to House File 3463.

Todd Koch with John A. Knutson and Company testified to House File 3463.

Gary Carlson, Intergovernmental Relations Director of League of Minnesota Cities, testified to House File 3463.

Keith Carlson, Executive Director of Minnesota Inter-County Association, testified to House File 3463.

Matt Hilgart, General Government Policy Analyst of Association of Minnesota Counties, testified to House File 3463.

Patricia Nauman, Executive Director of Metro Cities (Association of Metropolitan Municipalities), testified to House File 3463.

Paul Eger, Vice President of Governmental Affairs of Minnesota Realtors, testified to House File 3463.

Chair Davids renewed his motion and moved House File 3463 to be laid over for possible inclusion in the Taxes Omnibus bill.


Representative Sarah Anderson moved House File 2911 to be laid over for possible inclusion in the Taxes Omnibus Bill.
