MINUTES

Representative Greg Davids, Chairman of the Taxes Committee, began the meeting at 10:15 AM on March 31, 2016 in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Davids officially called the meeting to order at 10:21 AM. A quorum was present.


Representative Erik Simonson moved the minutes of March 30, 2016 be approved. THE MOTION PREVAILED.


Chair Davids moved House File 3560 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Chair Davids moved the H3560A1 Amendment. THE AMENDMENT WAS ADOPTED.

John Keller, Executive Director of Immigrant Law Center of Minnesota, testified to House File 3560 as amended.

Representative Anna Wills moved to incorporate the following oral amendment to House File 3560: On P. 1, L. 9, change “citizen” to “citizenship” THE AMENDMENT WAS INCORPORATED.

Zam Zam Ahmed, St. Catherine University student, testified to House File 3560 as amended.

Henry Jimenez, Executive Director of Minnesota Council on Latino Affairs, testified to House File 3560 as amended.

Chair Davids renewed his motion and moved House File 3560 as amended to be laid over for possible inclusion in the Taxes Omnibus bill.


Chair Davids moved House File 2574 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Representative Bud Nornes testified to House File 2574.

Les Bensch, Owner of Viking Valley Hunt Club, testified to House File 2574.

Paul Cumings, Tax Policy Manager at Minnesota Department of Revenue, testified to House File 2574.

Chair Davids renewed his motion and moved House File 2574 to be laid over for possible inclusion in the Taxes Omnibus bill.


Chair Davids moved House File 3124 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Bruce Nustad, President of Minnesota Retailers Association, testified to House File 3124.

Mike Hiltner, Senior Director of Government Affairs at Best Buy, testified to House File 3124.

Robert Stuart, Senior Director at Best Buy, testified to House File 3124.

Beth Kadoun, Vice President of Minnesota Chamber of Commerce, testified to House File 3124.

Jill Larson, Deputy Executive Director of Minnesota Business Partnership, testified to House File 3124.
