TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES

Representative John Petersburg, Vice Chair of the Transportation Policy and Finance Committee, called the thirty-third meeting to order at 4:53 PM on March 29, 2016 in Room 5 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Petersburg called the meeting to order at 4:58 PM. A quorum was present.

Representative Johnson moved to approve the minutes of March 23, 2016. THE MOTION PREVAILED.

Representative Petersburg moved that HF3497 be re-referred to the committee on Government Operations.

Representative Mariani testified on HF3497.

Julian Loscalzo, on behalf of the pedicab industry, testified on HF3497.

Representative Petersburg renewed his motion that HF3497 be re-referred to the committee on Government Operations and Elections. THE MOTION PREVAILED.

HF2072 (ALBRIGHT) Watercraft and motor vehicle transfer-on-death title provided, and transfer exempted from motor vehicle sales tax.

Representative Albright testified on HF2072.

Representative Petersburg moved that HF2072 be re-referred to the committee on Environment and Natural Resources Policy and Finance.

Representative Petersburg renewed his motion that HF2072 be re-referred to the committee on Environment and Natural Resources Policy and Finance. THE MOTION PREVAILED.

HF3067 (KELLY) Transportation Department administered and governing provisions modified, and legislative route removed.

Representative Kelly moved that HF3067 be re-referred to the committee on Ways and Means.

Representative Kelly moved the H3067A1 amendment. THE MOTION PREVAILED.

Representative Kelly testified on HF3067.

Representative Kelly renewed his motion that HF3067 be re-referred, as amended, to the committee on Ways and Means. THE MOTION PREVAILED.

HF3155 (BACKER) Corridors of commerce eligibility requirements modified.

Representative Petersburg moved that HF3155 be re-referred to the committee on Government Operations and Elections.

Representative Backer testified on HF3155.

Mark Gieseke, MnDOT Transportation System Management, testified on HF3155.

Representative Kelly assumed the gavel at 5:21 PM.

Representative Petersburg assumed the gavel at 5:31 PM.

Representative Petersburg recalled his motion to re-refer HF3155 to the committee on Government Operations and Elections.

Representative Petersburg moved to lay HF3155 on the table for possible inclusion in the Transportation Policy and Finance omnibus bill.

HF3517 (NEWBERGER) Unmanned aircraft system operation regulated, penalties provided, and rulemaking authorized.

Representative Petersburg moved that HF3517 be re-referred to the committee on Government Operations and Elections.

Representative Newberger testified on HF3517.

Representative Kelly assumed the gavel at 5:45 PM.

Cassandra Isackson, MnDOT Aeronautics, testified on HF3517.

Representative Kelly moved the following oral amendment:

Page 3, line 31, delete “or”, Page 3, after line 31 insert: “(6) knowingly operates an unmanned aircraft system within one mile of a helicopter being operated by a law enforcement agency, fire department, or emergency medical service provider; or”, Page 3, line 32, delete “(6)” and insert “(7)” THE MOTION PREVAILED.

Representative Kelly moved to recess at 6:01 PM

Representative Kelly called the meeting back to order at 7:47 PM.

Representative Petersburg renewed his motion to re-refer HF3517, as amended, to the committee on Government Operations and Elections. THE MOTION PREVAILED.

HF3691 (KNOBLACH) Relating to mass transit; requiring initiation of negotiations to extend and modify Northstar commuter rail service.

Representative Kelly moved that HF3691 be re-referred to the committee on Government Operations and Elections.

Representative Knoblach testified on HF3691.

Anne Buckvold, GRIP/ISAIAH Northstar Campaign, testified on HF3691.

Frank Lorenz testified on HF3691.

Representative Kelly renewed his motion to re-refer HF3691 to the committee on Government Operations and Elections.

Representative Drazkowski requested a roll call vote on HF3691. The results were as follows:
