MINUTES

Representative John Petersburg, Vice-Chair of the Transportation Policy and Finance Committee, began the thirty-fourth meeting at 12:45 PM on March 30, 2016 in the Basement of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Petersburg called the meeting to order at 12:49 PM. A quorum was present.

Representative Johnson moved the minutes of March 29, 2016 to be approved. THE MOTION PREVAILED.

HF2927 (NASH) Service signs at two locations permitted.

Representative Nash moved that HF2927 be placed on the General Register.

Representative Nash moved the following oral amendment:

Page 1, line 13, delete everything after “located”
Page 1, lines 14 to 15, delete the new language and strike the existing language
Page 1, line 15, strike everything before the period and insert “between trunk highways and within 15 miles of each qualifying intersection or interchange” THE MOTION PREVAILED.

HF3548 (NORTON) Special transportation service provider regulations and penalties amended, and nonemergency medical transportation provider requirements related to background studies set.

Representative Norton moved that HF3548 be re-referred to the committee on Ways and Means.

HF3385 (HEINTZEMAN) Driving without a valid license repeat violations penalties enhanced and minimum fines established.

Representative Petersburg moved that HF2285 be re-referred to the committee on Public Safety and Crime Prevention Policy and Finance.

Representative Petersburg moved the H3385A1 amendment. THE MOTION PREVAILED.

HF3588 (KELLY) Motor vehicle weight limits governed, weight limit increased for vehicles powered by natural gas increased, and technical changes made.

Representative Sanders moved that HF3588 be placed on the General Register.

HF3189 (DEAN, M) Freight railroad preservation and improvement grant funding provided, bonds issued, and money appropriated.

Representative Petersburg moved that HF3189 be re-referred to the committee on Capital Investment.

HF1948 (URDAHL) Traffic violation around school buses increased fine provided, and violator required to attend driver improvement clinic.

HF2847 (HERTAUS) U.S. Highway 12 realignment and improvement projects funding provided, bonds issued, and money appropriated.

Representative Kelly moved that HF2847 be re-referred to the committee on Capital Investment.

HF3404 (HALVERSON) School bus stops in right-turn lanes prohibited, and use of prewarning amber signals, flashing red signals, and stop-signal arms when stopping in right-turn lanes required.

Representative Kelly moved that HF3404 be placed on the General Register.

Representative Kelly moved the H3404A1 amendment. THE MOTION PREVAILED.
