MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on January 24, 2017, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Lee moved the minutes from January 19, 2017, be approved. THE MOTION PREVAILED.

Presentations:

Cristina Parra, Non- Partisan House Research, gave a presentation on school choice.

Testifiers:

HF386 (Kresha): K-12 scholarship donation credit provided, and K-12 education credit extended to tuition.

Representative Erickson moved to re-refer HF386 to the Committee on Education Finance.

Representative Ron Kresha testified in favor of HF386.

Nina Manzi, Non-Partisan House Research, provided a summary of HF386.

Representative Erickson moved the H0386A1 Amendment.

Representative Kresha explained the H0386A1 author’s amendment.

Representative Erickson renewed her motion to adopt the H0386A1 Amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Reynolds-Anthony Harris, Parent & Business Owner, and Houston White, Black Excellence Movement, testified in favor of HF386.

Anika Robbins, Minnesota Harvest Initiative, testified in favor of HF386.

David Martinez, Director of Enrollment at Hiawatha Academies, testified in favor of HF386.

Val Rolstad, Special Education Paraprofessional at Columbia Heights (SEIU Local 284), and Kristi Weidlein, Teacher at Regional High School, testified in opposition to HF386.

Grace Keliher, Minnesota School Boards Association, and Valerie Dosland, Minnesota
Association of School Administrators, testified in opposition to HF386.

Scott Croonquist, Association of Metropolitan School Districts, and Brad Lundell, Schools for Equity and Education, testified in opposition to HF386.

Lee McGrath, Legislative Council for the Institute for Justice, testified in support of HF386.

The Committee recessed at 9:59AM.

The Committee reconvened at 5:05PM.

Representative Erickson renewed the motion to re-refer HF386, as amended, to the Committee on Education Finance.

Representative Mariani requested a roll call on the motion to re-refer HF386, as amended, to the Education Finance Committee. The results were as follows:
