MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on January 19th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll called the meeting to order at 10:15AM. A quorum was present.

Representative Lee moved to approve the minutes of January 18th, 2017. THE MOTION PREVAILED.

The committee heard a presentation from the St. Paul Teachers Retirement Plan.
Testifying: Jill Shurtz, Executive Director, St. Paul Teachers Retirement Plan,
Christine MacDonald, Deputy Director, St. Paul Teachers Retirement Plan.

HF111 (Newberger) Candidate campaign raffle established.

Chair O’Driscoll moved HF111 come before the committee.

Representative Newberger testified on HF111.

Chair O’Driscoll moved the HF111A17 amendment. THE AMENDMENT WAS ADOPTED.

Representative Nelson moved the HF111A1 amendment.

Representative Nelson requested a roll call vote. The results is as follows:

Chair O’Driscoll moved that HF111, as amended, be laid on the table for possible inclusion in the Governments Operations & Elections Policy omnibus bill.

HF6 (Fabian) Public Utilities Commission members elected in the state general election.

Chair O’Driscoll moved HF6 come before the committee.

Representative Fabian testified on HF6.

Chair O’Driscoll moved the HF6DE1 amendment. THE AMENDMENT WAS ADOPTED.

The following testified on HF6:
Bob Eleff, House Research.

Chair O’Driscoll moved that HF6, as amended, be re-referred to the Jobs Growth & Energy Affordability Policy and Finance Committee THE MOTION PREVAILED.

HF172 (Lien) Clay County; local sales and use tax to fund a correctional facility and law enforcement center allowed.

Chair O’Driscoll moved HF172 to come before the committee.

Representative Lien testified on HF172.

The following testified on HF172:
Grant Weyland, Clay County Commissioner.

Chair O’Driscoll moved that HF172 be re-referred to the Tax Committee. THE MOTION PREVAILED.

The meeting was adjourned at 11:48AM.
