MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on February 2nd, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members Excused:

Vice Chair Pugh called the meeting to order at 10:15AM. A quorum was present.

Representative Fenton moved to approve the minutes of February 1st, 2017. THE MOTION PREVAILED.

HF655 (Rarick) Pine County; process to make auditor-treasurer office appointive provided.

Vice Chair Pugh moved HF655 come before the committee.

Representative Rarick testified on HF655.

The following testified regarding HF655:
Matt Ludwig, Commissioner, Pine County,
Matt Hilgart, General Government Policy Analyst, Association of Minnesota Counties.

Vice Chair Pugh moved that HF655 be laid on the table for possible inclusion in the Government Operations & Elections Policy omnibus bill.

HF729 (O’Driscoll) Election administration provisions changed, and technical changes made.

Representative O’Driscoll moved HF729 come before the committee.

Representative O’Driscoll testified on HF729.

The following testified on HF729:
Julie Strother, Government Relations Director, Office of the Minnesota Secretary of State.

Representative O’Driscoll moved that HF729 be laid on the table for possible inclusion in the Government Operations & Elections Policy omnibus bill.




HF371 (Fenton) County board allowed to temporarily fill a county commissioner vacancy appointment.

Representative Fenton moved HF371 to come before the committee.

Representative Fenton testified on HF371.

The following testified on HF371:
Jennifer Wagenius, Director of Property Records and Taxpayer Services, Washington County.

Representative Fenton moved the HF371A17 amendment. THE AMENDMENT WAS ADOPTED.

Representative Fenton moved that HF371, as amended, be laid on the table for possible inclusion in the Government Operations & Elections Policy omnibus bill.

HF534 (Nelson) County office appointment authorized.

Representative Nelson moved HF534 come before the committee.

Representative Nelson testified on HF534.

The following testified on HF534:
Randy Schreifels, Auditor/Treasurer, Stearns County,
Bruce Messelt, Administrator, Chisago County,
Matt Hilgart, General Government Policy Analyst, Association of Minnesota Counties.

Representative Nelson moved that HF534 be laid on the table for possible inclusion in the Government Operations & Elections Policy omnibus bill.

Chair O’Driscoll assumed the gavel at 11:20AM.

The meeting was adjourned at 11:24AM.
