MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on February 21st, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll called the meeting to order at 10:15AM. A quorum was present.

HF599 (Vogel) Legislative Budget Office created, powers and duties prescribed, and money appropriated.

Chair O’Driscoll moved HF599 come before the committee and be re-referred to the State Government Finance Committee.

Representative Vogel testified on HF599.

The following testified regarding HF599:
Margaret Kelly, Assistant Commissioner, Minnesota Management and Budget.

Chair O’Driscoll renewed the motion that HF599 be re-referred to the State Government Finance Committee. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 10:43AM.

HF673 (Anderson, P.) Minnesota Agriculture Education Leadership Council expiration date eliminated.

Representative Peterson moved that HF673 come before the committee.

Representative Anderson, P. testified on HF673.

Representative Peterson moved that HF673, be re-referred to the General Register. THE MOTION PREVAILED.

HF686 (Anderson, P.) Dairy research, teaching, and consumer education authority modified and extended.

Representative Peterson moved HF686 to come before the committee and be re-referred to the General Register.

Representative Anderson, P. testified on HF686.

Representative Peterson renewed the motion that HF686, be re-referred to the General Register. THE MOTION PREVAILED.

HF761 (Hamilton) Agricultural fertilizer research and education program and council extended.

Representative Peterson moved HF761 come before the committee and be re-referred to the General Register.

Representative Hamilton testified on HF761.

Representative Peterson renewed the motion that HF761 be re-referred to the General Register. THE MOTION PREVAILED.

HF898 (Hamilton) Parenting with a disability support services pilot project, report required, and money appropriated.

Representative Peterson moved that HF898 come before the committee and be re-referred to the Health and Human Services Finance Committee.

Representative Peterson moved the HF898A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hamilton testified on HF898.

Representative Peterson renewed the motion that HF898, as amended, be re-referred to the Health and Human Services Finance Committee. THE MOTION PREVAILED.

Representative Sandstede assumed the gavel at 11:06AM.

HF455 (Halverson) School bus stops in right-turn lanes prohibited except under specified conditions; and use of prewarning amber signals, flashing red signals, and stop-signal arms when stopping in right-turn lanes required.

Representative Halverson moved HF455 come before the committee and be re-referred to the General Register.

Representative Halverson testified on HF455.

Lieutenant Brian Reu, Pupil Transportation Safety Director, Minnesota State Patrol.
