MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on February 23rd, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members Excused:

Chair O’Driscoll started the meeting to order at 10:15AM. A quorum was present.

HF861 (Torkelson) Commercial motor vehicle provisions high-rail grade crossing signs, Transportation Department contract preference requirements, and transportation plan due dates modified.

Chair O’Driscoll moved that HF861 come before the committee and be re-referred to the Transportation Finance Committee.

Representative Torkelson testified on HF861.

The following testified regarding HF861:
Erik Rudeen, MNDOT.

Chair O’Driscoll renewed the motion that HF861 be re-referred to the Transportation Finance Committee. THE MOTION PREVAILED.

Representative Nelson moved to approve the minutes of February 14th. THE MOTION PREVAILED.

Representative Jessup moved to approved the minutes of February 21st. THE MOTION PREVAILED.

HF1001 (Vogel) Agencies required to determine impact of proposed rule on cost of residential construction or remodeling, notice to legislative committees required, and legislative committee permitted to require approval of a rule by law.

Chair O’Driscoll moved that HF1001 come before the committee.

Representative Vogel testified on HF1001.

The following testified regarding HF1001:

David Siegel, Executive Director, Builders Associations of the Twin Cities,
Tom Weiner, Cardinal Homes,
Remi Stone, Builders Association of Minnesota,
Scott McLellan, Director of Construction Codes and Licensing, Minnesota Department of Labor and Industry.

Chair O’Driscoll moved that HF1001 be laid over for possible inclusion in a Government Operations omnibus bill.

HF552 (Green) Grant authority in law required for adoption of rules, and threshold for conducting a public hearing on expedited rules required.

Chair O’Driscoll moved that HF552 come before the committee.

Representative Green testified on HF552.

The following testified regarding HF552:
Kirk Koudelka, Assistant Commissioner, Minnesota Pollution Control Agency.

Chair O’Driscoll moved that HF552 be laid over for possible inclusion in a Government Operations omnibus bill.

HF1433 (Kresha) Rulemaking regulated; environmental assessment worksheets and impact statements review and repeal provided; implementation and enforcement of policies, guidelines, and statements restricted; rule oversight increased, notice requirements modified, impact analysis required, and SONAR requirements modified.

Chair O’Driscoll moved that HF1433 come before the committee.

Representative Kresha testified on HF1433.

Chair O’Driscoll moved that HF1433 be laid over for possible inclusion in a Government Operations omnibus bill.

The meeting was adjourned at 12:16PM.
