Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:17 a.m. on Tuesday, February 27, 2018, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Quam moved to approve the minutes from February 22, 2018. THE MOTION PREVAILED.

HF2945 (Peterson) Intensive residential treatment service provider requirements modified.

Representative Peterson moved HF2945 be recommended to be referred to the General Register.

Representative Peterson renewed their motion that HF2945 be recommended to be referred to the General Register. THE MOTION PREVAILED.

HF2952 (Kresha) Maltreatment of Minors Act recodified, and cross-references.

Representative Kresha moved HF2952 be recommended to be referred to the Committee on Civil Law and Data Practices.

James Dunn testified regarding HF2952.

Representative Kresha renewed their motion that HF2952 be recommended to be referred to Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

HF2574 (Dean) Rare diseases advisory council established.

Representative Dean moved HF2574 be recommended to be referred to the Committee on Government Operations and Elections Policy.

Representative Dean moved the DE1-1 amendment.

Representative Dean moved the A1 amendment.

Representative Dean testified regarding the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean testified regarding the DE1-1 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Representative Dean testified regarding HF2574, as amended.

Pat Lang, parent advocate, testified regarding HF2574, as amended.

Gabriella McCann, parent advocate, testified regarding HF2574, as amended.

Representative Dean renewed their motion that HF2574, as amended, be recommended to be referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

HF2725 (Dean) County-based eligibility determination for medical assistance and MinnesotaCare required, seeking a waiver to determine eligibility for premium tax credits and cost-sharing reductions required, legislative oversight of expenditures provided, and money appropriated.

Representative Dean moved HF2725 be recommended to be referred to the Committee on Government Operations and Elections Policy.
