MINUTES

Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:17 a.m. on Thursday, March 29, 2018, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Munson moved to approve the minutes from March 27, 2018. THE MOTION PREVAILED.

HF 3284 - (West): Modular home requirements clarified.

Representative Schomacker moved that HF 3284 be recommended to be referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative West testified regarding HF 3284.

Mark Runner, Manufactured Modular Home Association, testified regarding HF 3284.

Elisabeth Klarqvist, House Research, testified regarding HF 3284.

Steven Diaz, Department of Health, testified regarding HF 3284.

Representative Schomacker renewed their motion that HF 3284 be recommended to be referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

HF 3285 - (West): Home park closing provisions modified.

Representative Schomacker moved that HF 3285 be recommended to be referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative West testified regarding HF 3285.

Mark Runner testified regarding HF 3285.

Representative Schomacker renewed their motion that HF 3285 be recommended to be referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

HF 4032 - (Gunther): Greater Minnesota child care facility capital grant program established, grant funding provided, bonds issued, and money appropriated.

Representative Schomacker moved that HF 4032 be recommended to be referred to the Committee on Capital Investment.

Representative Gunther testified regarding HF 4032.

Dan Dorman, Greater Minnesota Partnership Executive Director, testified regarding HF 4032.

Holly Sammons, City of Luverne Economic Development Director, testified regarding HF 4032.

Jeff Andrews, First Children’s Finance Business Development Specialist, testified regarding HF 4032.

Sulberg, unidentified, testified regarding HF 4032.

Representative Schomacker renewed their motion that HF 4032 be recommended to be referred to the Committee on Capital Investment. THE MOTION PREVAILED.

Representative Gruenhagen assumed the chair at 9:15 a.m.

HF 3893 - (Anderson): Price disclosure requirement provisions added for providers and health plan companies.

Representative Gruenhagen moved that HF 3893 be recommended to be referred to the General Register.

Representative Anderson testified regarding HF 3893.

Bentley Graves, Minnesota Chamber of Commerce Director of Healthcare and Transportation Policy, testified regarding HF 3893.

Mary Krinkie, Minnesota Hospitals Association, testified regarding HF 3893.

Dave Racer, St. Paul, Minnesota, testified regarding HF 3893.

Representative Gruenhagen renewed their motion that HF 3893 be recommended to be referred to the General Register. THE MOTION PREVAILED.

HF 3454 - (Anderson): Relative foster care licensing and child protection pilot projects established.

Representative Gruenhagen moved that HF 3454 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Anderson testified regarding HF 3454.

Ann Ahlstrom, Hennepin County Administration, testified regarding HF 3454.

Joanna Walman, Mitchell Hamline School of Law, testified regarding HF 3454.

Marvin Davis, Department of Human Services, testified regarding HF 3454.

Representative Gruenhagen renewed their motion that HF 3454 be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF 3627 - (Wills): 2007 report on runaway and homeless youth update required.

Representative Gruenhagen moved that HF 3627 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Gruenhagen moved the A1 amendment.

Representative Wills testified regarding the A1 amendment.

Representative Gruenhagen moved the oral amendment, “Page 1 between lines 1.21 and 1.22 insert Page 2, Line 3 delete must and insert may, renumber the lines accordingly” to the A1 amendment.

Representative Gruenhagen withdrew the oral amendment. THE A1 AMENDMENT WAS ADOPTED.

Representative Wills testified regarding HF 3627, as amended.

Nicole Mills, Oasis for Youth Executive Director, testified regarding HF 3627, as amended.

Representative Gruenhagen renewed their motion that HF 3627, as amended, be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

The committee adjourned at 10:00 a.m.
