MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 3:04 PM on Tuesday, February 7, 2017, in Room 120 of the State Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

A quorum was present at 3:08 PM.

Representative Baker moved the minutes of February 2, 2017 be approved. THE MOTION PREVAILED.

HF369 (Theis) Centers for independent living funding provided, and money appropriated.

Representative Garofalo moved HF369 be recommended to pass and re-referred to the committee on Ways and Means.

Representative Garofalo moved the H0369A1 amendment be adopted.

Kelly Matter, President and Chief Executive Officer, Resource Inc.; testified on the H0369A1 amendment.

Representative Garofalo renewed his motion to adopt the H0369A1 amendment. THE MOTION PREVAILED.

The following individuals from the Minnesota Association of Centers for Independent Living testified on HF369:

Cara Ruff, Executive Director; Mary Beth Winkelman, client; Mike Mills, client; Carol LaFleur, client.

Representative Garofalo renewed his motion that HF369, as amended, be recommended to pass and re-referred to the committee on Ways and Means.

HF527 (Hamilton) Wind energy production tax modified.

Representative Vogel moved HF527 be recommended to pass and re-referred to the committee on Taxes.

Marty Espenson, Bingham Lake Wind Farm; Patty Espenson, Bingham Lake Wind Farm; Jon Kelly, Government Affairs Liaison, Minnesota Department of Commerce; Jeff Paulson, Attorney, Paulson Law Office; testified on HF527.

Representative Vogel renewed his motion that HF527 be recommended to pass and re-referred to the committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 4:01 PM.
