MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, started the meeting at 2:59 PM on Wednesday, February 15, 2017, in Room 120 of the State Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

The committee went into recess at 3:00 PM.

The committee reconvened at 3:07 PM.

Representative Garofalo called the meeting to order at 3:11 PM. A quorum was present.

Representative Rarick moved the minutes of February 14, 2017 be approved. THE MOTION PREVAILED.

HF653 (Gunther) Minnesota business development public infrastructure grant program funding provided, bonds issued, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Garofalo moved HF653 be laid over for possible inclusion in a later bill.

Dan Dorman, Executive Director, Greater Minnesota Partnership; Nick Johnson, City Administrator, City of Marshall; testified on HF653.

HF1020 (Hamilton) Refundable workforce housing tax credit established, and reports required.

Representative Anderson moved HF1020 be recommended to pass and re-referred to the Committee on Taxes.

Abraham Algadi, Executive Director, Worthington Regional Economic Development; Dan Dorman, Executive Director, Greater Minnesota Partnership; Heather Corcoran, Intergovernmental Relations Member Relations Coordinator, League of Minnesota Cities; testified on HF1020.

Representative Anderson renewed his motion that HF1020 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Representative Newberger assumed the gavel at 3:52 PM.

HF1035 (Ecklund) Cook County Higher Education Board funding provided, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Sundin moved HF1035 be laid over for possible inclusion in a later bill.

Paula Sundet Wolf, PhD, Executive Director, Cook County Higher Education; testified on HF1035.

The meeting was adjourned at 4:06 PM.
