MINUTES


Representative Pat Garofalo, Chair of the Job Growth and Energy Affordability Policy and Finance Committee called the meeting to order at 3:00 PM on March 6, 2018, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Fabian moved the meeting minutes from February 27, 2018 be approved. THE MOTION PREVAILED.

Representative Sundin moved the meeting minutes from February 28, 2018 be approved. THE MOTION PREVAILED.


HF917 (Kiel) Residential biomass heating system temporary refundable credit provided, and report required.

Representative Fabian moved HF917 be referred to the Committee on Taxes.

Representative Fabian moved the 917A1 amendment. THE MOTION PREVAILED.

Representative Kiel presented HF917, as amended.

Chris Tureson, Government Relations, Central Boiler, Inc. testified in favor of HF917, as amended.

Representative Fabian renewed his motion that HF917, as amended be referred to the Committee on Taxes. THE MOTION PREVAILED.


HF1535 (Fabian) Workforce and affordable housing program funding provided, and money appropriated.

Representative Fabian moved HF1535 be laid over for possible inclusion in an omnibus or future bill.

Representative Fabian moved the 1535A1 amendment. THE MOTION PREVAILED.

Representative Fabian presented HF1535, as amended.

Representative Newberger, Vice Chair, assumed the gavel at 3:33 PM.

Jeff Washburn, Executive Director, City of Lakes Community Land Trust, testified in favor of HF1535, as amended.

Representative Fabian renewed his motion that HF1535, as amended, be laid over. THE MOTION PREVAILED.

Representative Garofalo assumed the gavel at 3:40 PM.

Overview of the Duluth Steam Plant Project:
Emily Larson, Mayor of Duluth, Duluth City Hall.
David Montgomery, Chief Administrative Office, Duluth City Hall.

Overview of the structural changes made in the Renewable Development Account:
Bob Eleff, House Research Department, gave a presentation on the Renewable Development Account.
Chris Zemple, House Fiscal Analyst, gave a presentation on the financial numbers and account balances in the Renewable Development Account.

The meeting was adjourned at 4:16 PM.
