MINUTES

Representative Anderson, Chair of the State Government Finance Committee, began the meeting at 1:00 PM, March 15, 2017 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Anderson officially called the meeting to order at 1:01 PM. A quorum was present.

Representative Flanagan moved the minutes from March 14, 2017. THE MOTION PREVAILED.

Representative Anderson moved that HF 1160 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF 1160 (Runbeck) – Transit financial activity auditing and reporting required, and money appropriated.

Representative Anderson renewed her motion for HF 1160 to be laid over for possible inclusion in the State Government Finance omnibus bill.

HF 1433 (Kresha) - Rulemaking regulated; environmental assessment worksheets and impact statements review and repeal provided; implementation and enforcement of policies, guidelines, and statements restricted; rule oversight increased, notice requirements modified, impact analysis required, and SONAR requirements modified.

HF 1433 was heard on an informational basis. The following testified on HF 1433:

Representative Anderson moved that HF 1558 come before the committee and re-referred to Education Finance.

Representative Anderson moved the H1558A2 amendment.

Representative Anderson moved that HF 136 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF 136 (Howe) - Zero-based budgeting provided.

Representative Anderson moved the HO136DE2 amendment. THE AMENDMENT WAS ADOPTED.
