MINUTES
Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, called the meeting to order at 8:15AM on February 1st, 2017, in Room 10 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Franke moved the minutes of Jan. 25th, 2017 be approved. THE MINUTES WERE APPROVED.
HF427 (Carlson) Political subdivision authority to impose and collect local lodging taxes clarified.
Representative Nelson moved that HF427 be laid over.
Testifying on HF427 was Shane Rudlang, City of Bloomington, Gary Carlson, League of MN Cities, Luci Botzek, MN Association of Convention & Visitor Bureau, Joel Carlson, Travel Tech, and Paul Cumings, MN Department of Revenue.
Representative Nelson renewed his motion that HF427 be laid over.
HF514 (Sundin) Indian-owned property exempted from taxation.
Representative Loeffler moved that HF514 be laid over.
Representative Loeffler moved the H0514A1 amendment. THE AMENDMENT WAS ADOPTED.
Reid LeBeau, Fond du Lac, testified on HF514.
Representative Loeffler renewed her motion that HF514, as amended, be laid over.
HF414 (Youakim) Valuation exclusion for improvements to homestead and commercial-industrial property authorized.
Representative Youakim moved that HF414 be laid over.
Representative Youakim moved the H0414A1 amendment. THE AMENDMENT WAS ADOPTED.
Testifying on HF414 was Charlie Vander Aarde, Metro Cities, Erin Hanafin Berg, Preservation Alliance of MN, Heather Corcoran, League of MN Cities, Tom May, MAAO, and Paul Cumings, MN Department of Revenue.
Representative Youakim renewed her motion that HF414, as amended, be laid over.
HF497 (Sundin) Cromwell Wright Area Fire District authorized as a special taxing district.
Representative Loonan moved that HF497 be laid over.
Testifying on HF497 was Mike Peterson, Cromwell Wright Assistant Fire Chief, Gary Peterson, County Commissioner Carlton County, and Lucas Goodin, Cromwell Wright Fire Chief.
Representative Loonan renewed his motion that HF497 be laid over.
