PROPERTY TAX AND LOCAL GOVERNMENT FINANCE COMMITTEE
MINUTES

Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, officially called the meeting to order at 8:14AM on March 8th, 2017, in room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Rarick moved the minutes from March 8th, 2017 be approved. THE MINUTES WERE APPROVED.

HF1389 (Greg Davids) Manufactured home park classification rate modified.

Representative Neu moved that HF1389 be laid over.

Representative Neu moved the A17-0157 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1389 was Mark Brunner, Manufactured and Modular Home Association of Minnesota and Tom May, Minnesota Association of Assessing Officers.

Representative Neu renewed her motion that HF1389, as amended, be laid over.

HF610 (Knoblach) Agricultural homestead rules modified for properties owned by trusts.

Representative Erickson moved that HF610 be laid over.

Testifying on HF610 was Michael Sampson, attorney and Tom May, Minnesota Association of Assessing Officers.

Representative Erickson renewed her motion that HF610 be laid over.

HF1019 (Layman) Qualified business improvements exempted.

Representative Loonan moved that HF1019 be laid over.

Representative Loonan moved the H1019A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1019 was Dan Dorman, Greater Minnesota Partnership.

Representative Loonan renewed his motion that HF1019, as amended, be laid over.

HF1537 (Swedzinski) County authorized to abate the penalty for late payment of property taxes.

Representative Marquart moved that HF1537 be laid over.

Representative Marquart moved the A17-0165 amendment. THE AMENDMENT WAS ADOPTED.

Representative Marquart renewed his moved that HF1537, as amended, be laid over.

HF374 (Swedzinski) Canby; special tax increment financing district creation allowed.

Representative Anderson moved that HF374 be laid over.

Testifying on HF374 was John Meyer, City of Canby.

Representative Anderson rewnewed his motion that HF374 be laid over.

HF1562 (Wagenius) Richfield; tax increment financing district five-year rule extended.

Representative Carlson moved that HF1562 be laid over.

Testifying on HF1562 was Steve Devich, City of Richfield.

Representative Carlson renewed his motion that HF1562 be laid over.

HF732 (Smith) Maple Grove; tax increment financing district special rules modified.

Representative Whelan moved that HF732 be laid over.

Testifying on HF732 was Mayor Mark Steffenson, City of Maple Grove and Heidi Nelson, City of Maple Grove.

Representative Whelan renewed her motion that HF732 be laid over.

Presentation on HFXXXX (Franke) Newport TIF

Presenting on HFXXXX (Franke) was Melissa Taphorn, Washington County Community Development Agency, Mayor Dan Lund, City of Newport, and Karla Bingham, Washington County.

HF1064 (Peterson) Burnsville; tax increment financing authority modified.

Representative Lien moved that HF1064 be laid over.

Testifying on HF1064 was Joel Carlson, representing City of Burnsville.

Representative Erickson moved to incorporate the following oral amendment to HF1064: On P.3, L.3.5 change “2016” to “2017”.THE AMENDMENT WAS INCORPORATED.

Representative Lien renewed his motion that HF1064 be laid over.

HF1584 (Quam) Rochester; district tax increment use modified.

Representative Loeffler moved that HF1584 be laid over.

Representative Loeffler renewed her motion that HF1584 be laid over.

HF973 (Youakim) St. Louis Park; tax increment financing district special rules modified.

Representative Youakim moved that HF973 be laid over.

Testifying on HF973 was Greg Hunt, Economic Development Director for the City of St. Louis Park, and Martha Ingram, legal counsel for St. Louis Park EDA.

Representative Youakim renewed her motion that HF973 be laid over.

HF999 (Whelan) Anoka; tax increment financing district five-year rule extended.

Representative Whelan moved that HF999 be laid over.

Representative Whelan moved the H0999A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF999 was Laurie Yager, City of Anoka and Brenda Smith, City of Anoka.

Representative Whelan renewed her motion that HF999, as amended, be laid over.

Representative Hertaus assumed the gavel at 9:20AM.

HF957 (Drazkowski) Fees related to local government prohibited.

Representative Drazkowski moved that HF957 be laid over.

Testifying on HF957 was David Anderson, Lonsdale, MN and Gary Carlson, League of Minnesota Cities.

Representative Drazkowski renewed his motion that HF957 be laid over.
