PROPERTY TAX AND LOCAL GOVERNMENT FINANCE COMMITTEE
MINUTES

Representative Hertaus, Vice Chair of the Property Tax and Local Government Finance Committee, officially called the meeting to order at 10:05AM on March 20th, 2017, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Rarick moved the minutes of March 15th, 2017 be approved. THE MINUTES WERE APPROVED.

HF2412 (Drazkowski) Authority to establish service districts repealed.

Representative Drazkowski moved HF2412 be laid over.

Representative Drazkowski moved the H2412DE5 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF2412 was Toby Brill, Minneapolis, Joel Michael, non-partisan House Research staff, Peter Nelson, Center of the American Experiment, Steve Cramer, Minneapolis Downtown Council, Dale Granbush, White Bear Lake Main Street, Inc., Amy Wimmer, Hines Company, and Gary Carlson, League of Minnesota Cities.

Representative Drazkowski renewed his motion that HF2412, as amended, be laid over.

HF654 (Drazkowski) Reverse referendum for property tax levies allowed.

Representative Drazkowski moved that HF654 be laid over.

Representative Drazkowski moved the H0654A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF654 was Gary Carlson, League of Minnesota Cities, Keith Carlson, Minnesota Inter-County Association, Grace Keliher, Minnesota School Boards Association, Matt Hilgart, Association of Minnesota Counties, Patricia Naumann, Metro Cities, and Valerie Dosland, Minnesota Association of School Administrators.

Representative Drazkowski renewed his motion that HF654, as amended, be laid over.

Representative Drazkowski assumed the gavel at 11:40AM.

HF603 (Drazkowski) School building bond agricultural property tax credit provided, and money appropriated.

Giving an overview of the A17-0256 amendment was Steve Hinze, Pat Dalton, Joel Michael and Kathy Schill, non-partisan House staff.

Testifying on HF603 was Cynthia Bauerly, Commissioner of Department of Revenue.

The committee recessed at 12:32PM.

The committee reconvened at 6:24PM.

Testifying on HF603 was Todd Liljenquist, MN Multi-Housing Association, Nan Madden, MN Council of Non-Profits, Anne Krisnik, Joint Religious Legislative Coalition, Max Hall, AFSME Council 5, Jeff Van Wychen, North Star Policy Institute, Beth Kadoun, Minnesota Chamber of Commerce, Gary Carlson, League of Minnesota Cities, Tom May, Minnesota Association of Assessing Officers, Matt Hilgart, Association of Minnesota Counties, Patricia Naumann, Metro Cities, Bradley Peterson, Coalition of Greater Minnesota Cities, Kent Sulem, Minnesota Association of Townships, Keith Carlson, Minnesota Inter-County Association, and Grace Keliher, Minnesota School Boards Association.

The meeting was adjourned at 7:19PM.
