Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:51 A.M. on, Monday, March 4, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Marquart moved that the minutes of February 25, 2019 be adopted. THE MOTION PREVAILED.

H.F. 80 (Murphy) Capital investment; previously authorized capital projects funding source changed, spending authorized to acquire and better public land and buildings and other improvements of a capital nature, bonds issued, and money appropriated.

Chair Carlson brought HF 80, as amended, back before the committee.

Representative Olson moved the HF0080A7 Amendment.

Representative Mary Murphy explained the HF0080A7 Amendment and responded to questions.

Andrew Lee, House Fiscal Staff, answered questions on the HF0080A7 Amendment.

Chair Carlson took the vote on the HF0080A7 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson renewed her motion that HF 80, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson turned the Chair over to Representative Marquart.

H.F. 141 (Poppe) Port authorities; majority vote of commissioners required to approve real property sales and transfer.

Representative Poppe moved adoption of the Jobs and Economic Development Finance Division report on HF 141. THE MOTION PREVAILED.

Representative Poppe moved that HF 141 be recommended to be placed on the General Register.

Representative Poppe presented her bill and took questions.

Rep Albright moved to re-refer HF 141 to the Committee on Government Operations. THE MOTION DID NOT PREVAIL.

Representative Poppe renewed her motion that HF 141 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Commissioner Myron Frans from Minnesota Management and Budget, State Budget Director Britta Reita, and State Economist Dr. Laura Kalambokidis presented on the February Budget and Economic Forecast.
