Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 5:03 P.M. on, Tuesday, March 5, 2019, in Room 200 of the State Office Building.

Representative Olson moved that the minutes of March 4, 2019 be adopted. THE MOTION PREVAILED.


H.F. 1500 (Winkler) Noncompliant driver's license or identification card requirements modified and related changes made, including eligibility, proof of lawful presence, primary and secondary documentation, discrimination, voter registration, and data practices; technical changes made; and money appropriated.

Representative Olson moved adoption of the Judiciary Finance and Civil Law Division Report of HF 1500. THE MOTION PREVAILED.

Representative Olson moved HF 1500, as amended, be recommended to be referred to the Committee on Government Operations.

Representative Olson moved the H1500A6 Amendment on behalf of the author. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ryan Winkler and Representative Aisha Gomez presented HF 1500.

Representative Olson renewed her motion that HF 1500, as amended, be recommended to be referred to the Committee on Government Operations. THE MOTION PREVAILED.


H.F. 400 (Olson) Opioid Stewardship Advisory Council, opioid stewardship account, and opiate product registration fee established; opioid addiction prevention, education, intervention, treatment, and recovery provisions modified; reports required; and money appropriated.

Chair Carlson moved adoption of Health and Human Services Finance Division Report on HF 400. THE MOTION PREVAILED.

Representative Olson moved HF 400, as amended, be recommended to be placed on the General Register.
