MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:45 A.M. on Monday, April 27, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of April 13, 2020 be adopted. THE MOTION PREVAILED.

HF 3391 (Moller) Guardianship and conservatorship provisions modernized and modified.

Representative Olson moved that HF3391 be recommended to be placed on the General Register.

Representative Moller presented HF3391 and answered member questions.

Representative Olson renewed the motion that HF3391 be recommended to be placed on the General Register. A roll call was taken, and the results were as follows:

HF1914 (Edelson) Advanced practice registered nurses added to certain statutes.

Representative Olson moved adoption of the Health and Human Services Finance Division Report for HF1914. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF1914, as amended, be recommended to be placed on the General Register.

Representative Edelson presented HF1914 and answered member questions.

HF331 (Edelson) Tobacco; charter schools added to prohibition of tobacco in schools, tobacco sale age increased, administrative penalties increased, municipal license of tobacco provision added, and alternative penalties allowed.

Representative Olson moved adoption of the Health and Human Services Finance Division Report for HF331. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF331, as amended, be recommended to be placed on the General Register.

Representative Olson moved to adopt the H0331A15 amendment to amend HF331.

Representative Edelson explained the A15 amendment.

Representative Olson renewed the motion to adopt the H0331A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Edelson presented HF331 as amended and answered member questions.

Molly Moilanen, Clearway Minnesota, answered member questions on HF331.

Representative Olson renewed the motion that HF331, as amended, be recommended to be placed on the General Register. A roll call was taken. Due to technical difficulties, not all members were able to vote. The results were as follows:

Bill Marx, Chief Fiscal Analyst, gave an update on the U.S. Department of Treasury guidelines on CARES Act funding and answered member questions.

Chair Carlson announced that due to technical difficulties, not all members were able to vote on HF331.

Chair Carlson moved to reconsider HF331 to allow all members the chance to vote. THE MOTION PREVAILED.

Representative Olson moved that HF331, as amended, be recommended to be placed on the General Register. A roll call was taken, and the results were as follows:
