WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:30 A.M. on Thursday, May 14, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 13, 2020 be adopted. THE MOTION PREVAILED.


HF4673 (Marquart) Providing aid and grants to counties, cities, and towns to fund expenses related to COVID-19; appropriating money from the coronavirus relief federal fund.

Representative Marquart moved that HF4673 be recommended to be placed on the General Register.

Representative Marquart moved to adopt the H4673A1 amendment and explained the amendment.

Representative Olson, Vice Chair of the Committee, assumed the gavel at 9:33 A.M.

Representative Marquart renewed the motion to adopt the H4673A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Marquart presented HF4673 as amended and answered member questions.

Cynthia Bauerly, Commissioner, Minnesota Department of Revenue, answered member questions.

The committee recessed at 9:56 A.M.

HF1050 (Moran) Child foster care and background studies governing provisions modified.

Representative Olson moved adoption of the Health & Human Services Finance Division Report for HF1050. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF1050, as amended, be recommended to be placed on the General Register.

Representative Moran presented HF1050 and answered member questions.

Doug Berg, Fiscal Analyst, answered questions on HF1050.

Representative Olson moved that HF4611, the first engrossment, be recommended to be placed on the General Register.

Representative Olson moved to adopt the H4611A4 amendment.

Representative Gomez explained the H4611A4 amendment.

Representative Olson renewed the motion to adopt the H4611A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gomez presented HF4611 as amended and answered member questions.

Francie Mathes, Minnesota Department of Human Services, answered member questions.
