MINUTES

Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:45 am on February 20, 2019 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Pryor moved that the minutes from February 19, 2019 be approved. Motion prevailed.

HF 116 (Freiberg) This bill allows a school board to renew a referendum that would otherwise be set to expire without voter approval. The renewed referendum would have the same per-pupil amount, and same term as the expiring referendum. The school board must hold a meeting and allow public testimony on the proposed renewal, and adopt a written resolution authorizing the renewal.

Rep. Youakim motioned that HF 116 be presented for possible inclusion in a future K12 omnibus bill.

Rep. Freiberg presented HF 116.

Rep. Youakim renewed motion that HF 116 be laid over for possible inclusion in a future K12 omnibus bill. The bill was laid over.

HF 33 (Poston) Adds Service Cooperatives to the definition of governmental unit for the purposes of joint powers. Service Cooperatives are made up of “governmental units” as defined in the joint powers act. Service Cooperatives (formerly called Educational Cooperative Service Units or ECSU’s) are a type of joint powers and are specifically established by statute and operate under Minnesota Statutes, sections 123A.21 and 471.59.

Rep. Kresha motioned that HF 33 be presented for possible inclusion in a future K12 omnibus bill.

Rep. Poston presented HF 33.

Rep. Kresha renewed motion that HF 33 be laid over for possible inclusion in a future K12 omnibus bill. The bill was laid over.
