Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:45 am on March 12, 2019 in Room 5 of the State Office Building.

Rep. Jurgens moved that the minutes from March 7, 2019 be approved. Motion prevailed.
HF 525 (Persell) Modifies a district’s transportation sparsity revenue, and establishes a pupil transportation working group.

HF 501 (Persell) Appropriates $416,000 per year for ServeMinnesota to support reading and math corps volunteers at the four tribal contract schools.

HF 1100 (Kunesh-Podein) Proposes to make the higher maximum allowance of $3,230 per pupil permanent at a cost of roughly $1.7 million in fiscal year 2020, and $2.1 million in fiscal year 2021.
Rep. Kunesh-Podein moved that HF 1100 be presented before the committee; be laid over for possible inclusion in a future K12 division report.

HF 1177 (Wazlawik) The base budget for the Math Corps activities is $500,000 per year. This bill proposes to raise this amount to $1,000,000 per year for fiscal years 2020 and 2021.
Rep. Kotyza-Witthuhn moved that HF 1177 be presented before the committee; be laid over for possible inclusion in a future K12 division report.

Presentation provided by the State Academies Bonding Projects on the Governor’s Bonding Bill.
HF 2240 (Lien) Appropriates $6 million from the state bond proceeds fund to the commissioner of education for a rant to the Moorhead school district for facilities cots to remodel a building to house a cooperative career academy. The cooperative career academy, while owned by the Moorhead school district, must be operated jointly by the Moorhead and Dilworth-Glyndon-Felton school districts in partnership with Minnesota State and other public and private partners.
Rep. Huot moved that HF 2240 be presented before the committee; be referred to the Committee on Ways and Means with the recommendation that it be re-referred to the Division on Capital Investment.
Vice-Chair Sandstede moved that the A1 amendment to HF 2240 be adopted. Motion prevailed.

HF 521 (Davnie) Appropriates an unspecified amount of state bond proceeds to fund another round of school safety grants of up to $500,000 per facility. The grants must be awarded in the same manner as the 2018 grants, except that priority is given to districts that did not receive a grant in 2018.
Chair Davnie moved HF 521 before the committee; that it be referred to the Committee on Ways and Means with the recommendation that it be re-referred to the Division on Capital Investment.
