MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:46 P.M. on March 19, 2019 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Cantrell moved that the minutes of March 14, 2019 be approved. THE MOTION PREVAILED.

Chair Liebling returned by memo the following House Files to Ways and Means with a recommendation for re-referral to Capital Investment: HF 409, HF 960, HF 1902, HF 2040 and HF2085.

Presentation on health care market stability options.

Chair Liebling recessed the meeting until 5:00 P.M. or the call of the Chair.

Chair Liebling reconvened the meeting at 5:12 P.M.

HF 1985 (Hornstein) Fluoride varnish application for high-risk children medical assistance coverage expanded.

Chair Liebling moved that HF 1985 be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Representative Hornstein presented HF 1985.

Testifying in opposition: Leo Cashman, Executive Director, Dental Amalgam Mercury Solutions

Chair Liebling laid over HF 1985 for possible inclusion in the Division bill.

HF 1239 (Wagenius) Health commissioner directed to test for contaminants in surface water used as drinking water, identification and implementation of source water protection strategies required, health commissioner directed to adopt health risk limits for certain substances, reports required, and money appropriated.

Chair Liebling moved that HF 1239 be recommended to pass and be re-referred to the Ways and Means Committee.

Representative Wagenius presented HF 1239.

Representative Haley moved the H1239A1 amendment.

Representative Noor requested a roll call vote. The results were as follows:

Chair Liebling renewed her motion that HF 1239 be recommended to pass and be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.


HF 2415 (Moran) Community health worker medical assistance coverage modified, doula services medical assistance reimbursement rates modified, high-risk pregnancies integrated care permanent grant program established, reports required, and money appropriated.

Representative Moran requested that HF 2415 be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Representative Moran moved an oral amendment to HF 2415 as follows:

Page 2, strike Section 2

Page 4, Line 4.28, strike “and”

Page 4, Line 4.30, reinstate “and”

Page 5, Line 5.1, reinstate “(6) include recommendations for continuing the program or sustaining improvements”

Page 5, Line 4.2, reinstate “through other means”

Page 5, Line 4.2, after “means”, insert “.”

Jeff Schiff, Medical Director, Minnesota Department of Human Services, explained the oral amendment.

Representative Moran renewed her motion that the oral amendment to HF 2415 be adopted. THE MOTION PREVAILED.

Chair Liebling laid over HF 2415, as amended, for possible inclusion in the Division bill.

HF 840 (Lien) Medical assistance adult dental coverage expanded to include periodontal disease nonsurgical treatment.

Chair Liebling moved that HF 840 be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Representative Lien presented HF 840.

Chair Liebling laid over HF 840 for possible inclusion in the Division bill.
