COMMITTEE MINUTES

Representative Lesch, Chair of the Judiciary Finance and Civil Law Division, called the meeting to order at 9:46 AM on Tuesday, February 25, 2020 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Johnson moved to adopt the minutes from February 20, 2020. THE MOTION PREVAILED.

HF 1530 (Poppe): Relating to veterinary medicine; providing immunity for animal cruelty reporting.

Chair Lesch moved that HF 1530 be recommended to be placed on the General Register.

Representative Cantrell moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.
Representative Poppe presented HF 1530 to the committee.

Testifiers:
Dr. John Bailey, MN Veterinary Medical Association

Chair Lesch moved that HF 1530, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Vice Chair Moller assumed the gavel at 9:56 AM.

HF 3008 (Lesch): A bill for an act proposing an amendment to the Minnesota Constitution, article I, section 2; prohibiting slavery or involuntary servitude as a criminal punishment for a crime.

Representative Lesch moved that HF 3008 be recommended to be re-referred to the Corrections Committee.

Representative Lesch presented HF 3008 to the committee.

Paul Schnell, Commissioner, Department of Corrections

Chair Lesch renewed the motion that HF 3008 be recommended to be re-referred to the Corrections Committee. THE MOTION PREVAILED.
