MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:52 P.M. on January 31st, 2019, in room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Overview presentation by the Board of Peace Officer Standards and Training (POST) on the new guidelines for rape investigations.

Presenting the overview:
Nate Gove, Executive Director of the Minnesota Board of Peace Officer Standards and Training (POST).
Stephanie Revering, Crystal Police Chief.


HF327 (Moller) Law enforcement required to adopt policies for sexual assault investigation cases.

Representative Moller moved to amend HF327 with amendment H0327DE2. THE MOTION PREVAILED.

Representative Moller presented HF327.

Testifiers:
Safia Khan, Director of Policy for the Minnesota Coalition of Battered Women.
Kilomarie Granda, Founder of Unspoken Voices.

Chair Mariani laid over HF327, as amended, for possible inclusion in the Public Safety omnibus bill.

HF418 (Moller) Criminal sexual conduct statutory reform working group created, and report required.

Representative Moller moved to return HF418 to the Ways and Means Committee with a recommendation to re-refer it to the Government Operations Committee.

Representative Moller presented HF418.
