MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Thirteenth meeting to order at 6:10 P.M. on February 26th, 2019 in the North Minneapolis Community High School Auditorium.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 6:10pm. A quorum was present.

Representative Petersburg moved to approve the minutes of February 22th. THE MOTION PREVAILED.

Welcoming Testimony:

Commissioner Irene Fernando, Hennepin County Board, District 2
Mayor of Minneapolis Jacob Frey

HF195 (Lee, F.) Hennepin County; relating to environment; prioritizing bus upgrades to areas with poor air quality; proposing coding for new law in Minnesota Statutes, chapter 116.

Representative Lee introduced his bill.

Katie Fitzpatrick, 59A resident, testified in support of HF195.

Alexis Penny, 59A resident, testified in support of HF195.

Chair Hornstein moved the H0195DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Judd Schetnan, Government Affairs Director, Metropolitan Council, testified in support of HF195.

Noah Lonstein, MN350, testified in support of HF195.

Chair Hornstein laid over HF195 as amended for possible inclusion in an omnibus bill.


Commissioner Angela Conley, District 4, Hennepin County Board, provided welcome remarks and testified in support of HF195.


HF489 (Dehn, R.) Hennepin County; relating to elections; providing free public transit on Election Day.

Chair Hornstein moved the DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Dehn introduced his bill.

Amity Foster, Twin Cities Transit Riders Union, testified in support of HF489.

Jamez Staples, President of Renewable Energy Partners, testified in support of HF489 and HF195.

Russ Adams, Executive Director at The Alliance, testified in support of HF489 and HF195.

La Shella Sims, Metropolitan Interfaith Council on Affordable Housing, testified in support of both bills.

Anthony Varriano, Harrison Neighborhood Resident, testified in support of both bills.

Nestor Garcia, Harrison Neighborhood Resident, testified in support of both bills.

Nichole Beuhler, Executive Director, Harrison Neighborhood Association, testified before the committee.

Harry Maddox, Twin Cities Transit Riders Union, testified in support of both bills.

Lennie Chism, small business owner, testified before the committee.

Marvin Smith, Owner, Bogar Construction, testified before the committee.

Dr. Laalitha Surapeneni, Physician and Assistant Professor of General Internal Medicine at the University of Minnesota, testified on the need of electric transportation.

Sean Broom, Public Policy Director, Minneapolis Regional Chamber, testified in support of both bills.

Noah McCourt testified in support of HF489.

Ron McConico testified before the committee.

Dennis Skovsted, Redeemer Center for Life, testified before the committee.





The meeting was adjourned at 9:00pm.
