MINUTES

Representative Fue Lee, Chair of the Capital Investment Committee, called the remote meeting to order at 8:30 A.M. on February 11, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Murphy moved to approve the minutes from February 9, 2021. THE MOTION PREVAILED.

Presentation on Public Facilities Authority 2021 Estimated Funding Needs Report
-Jeff Freeman, Executive Director, Minnesota Public Facilities Authority

Presentation on Inflow and Infiltration Grant Programs
-Kyle Colvin, Manager of Wastewater Planning and Community Programs, Metropolitan Council Environmental Services

HF402 (Hansen); Metropolitan area inflow and infiltration grant funding provided, bonds issued, and money appropriated.

Representative Hansen moved that HF402 be laid over for possible inclusion in an omnibus bill.

Representative Hansen presented his bill.

-Julie Eastman, Ward I City Council Member, West St. Paul

Representative Lee laid over HF402 for possible inclusion in an omnibus bill.

Presentation on the Minnesota Conservation Reserve Enhancement Program
-Angie Becker Kudelka, Assistant Director for Strategy and Operations, Minnesota Board of Water and Soil Resources
-Sharon Doucette, Conservation Easement Section Manager, Minnesota Board of Water and Soil Resources

HF99 (Hansen); Reinvest in Minnesota (RIM) and other conservation purposes funding provided, bonds issued, and money appropriated.

Representative Hansen moved that HF99 be laid over for possible inclusion in an omnibus bill.

Representative Hansen presented his bill.

Testifying on the bill:
-Sheila Vanney, Assistant Director, Minnesota Association of Soil and Water Conservation Districts
-Will Clayton, Eastern Minnesota Regional Representative, Pheasants Forever

Representative Lee laid over HF99 for possible inclusion in an omnibus bill.
