MINUTES

Representative Jim Davnie, Chair of the Education Finance Committee, called the virtual meeting to order at 10:31am on February 3, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Rep. Wolgamott moved that the minutes from February 2, 2021 be approved. Motion prevailed.

HF 217 (Hassan) This bill is the Increase Teachers of Color Action of 2021, aimed at increasing the number of teachers who are of color or American Indian. The bill modifies provisions in the world’s best workforce statute, which requires school boards to adopt long-term plans to meet particular state goals. Other sections included provisions that establish a state goal of increasing the percentage of teachers of color and American Indian teachers, grant programs, and a hiring bonus program; amend licensure and tenure provisions; and amend integration plan requirements, among others.

Rep. Marquart moved that HF 217 be presented before the committee; be laid over for further consideration.

Rep. Hassan presented HF 217 before the committee.
