MINUTES

Representative Jim Davnie, Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on February 22, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Sandstede moved that the minutes from February 17, 2022 be approved. Motion prevailed.

HF 3587 (Rep. Vang) – Full-service community schools funding.

Rep. Sandstede moved that HF 3587 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

Rep. Vang presented HF 3587.

Rep. Sandstede renewed her motion to lay over HF 3587 for possible inclusion or for further consideration at a later date.

HF 786 (Rep. Lee) – After-school community learning program funding.
Rep. Feist moved that HF 786 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

Chair Davnie moved that the A3 author’s amendment to HF 786 be presented to and adopted by the committee. A voice vote was taken. Motion prevailed; the amendment was adopted.
Rep. Lee presented HF 786, as amended.
Rep. Feist renewed the motion that HF 786, as amended, be laid over for possible inclusion or for further consideration at a later date.

HF 1083 (Rep. Moller) – School Mental Health Service Lead position established at Minnesota Department of Education.

Rep. Sandstede moved that HF 1083 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

Chair Davnie moved that the A1 author’s amendment to HF 1083 be presented to and adopted by the committee. A voice vote was taken. Motion prevailed; the amendment was adopted.
Rep. Moller presented HF 1083, as amended.
Rep. Sandstede renewed the motion that HF 1083, as amended, be laid over for possible inclusion or for further consideration at a later date.
