STATE GOVERNMENT FINANCE & ELECTIONS COMMITTEE MINUTES

Representative Michael V. Nelson, Chair of the Committee, called the virtual State Government Finance & Elections Committee meeting to order at 8:30 AM, February 4, 2021 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Greenman moved that the minutes from the committee meeting on February 2, 2021 be approved. THE MOTION PREVAILED.

Representative Bahner moved HF66 be held over for possible inclusion in a committee omnibus bill.

HF66 (Bahner); establishing a Legislative Commission on Cybersecurity; providing legislative appointments.

The following testified on HF66:
Rohit Tandon, Chief Information Security Officer, Minnesota Information Technology
Rick King, Chair, Governor’s Blue Ribbon Council on Information Technology

Chair Nelson held HF66 over for possible inclusion in a committee omnibus bill.

Chair Nelson moved HF72 be held over for possible inclusion in a committee omnibus bill.

HF72 (Freiberg); providing for advanced standard time, also known as daylight saving time, year-round effective upon authorization by federal law.

Chair Nelson held HF72 over for possible inclusion in a committee omnibus bill.

Representative Elkins moved to adopt the report of the Local Government Division for HF35. THE MOTION PREVAILED. THE REPORT WAS ADOPTED.

Representative Elkins moved HF35 be referred to the Committee on Human Services Finance & Policy.

HF35 (Elkins); authorizing the Council on Disability to accept and disburse grants and other aids; appropriating money for grants to cities and counties to improve website accessibility.

Representative Elkins moved Amendment H0035A3. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
