HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 15, 2022 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Reyer moved that the minutes of March 15, 2022 be approved. THE MOTION PREVAILED.

HF4103 (Huot) Local and Tribal public health emergency preparedness and response capabilities funding provided, and money appropriated.

Vice Chair Huot moved that HF4103 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Vice Chair Huot explained his bill.

Elisabeth Klarqvist, Legislative Analyst, House Research Department and Cheryl Petersen-Kroeber, Director, Emergency Preparedness and Response, Minnesota Department of Health (MDH), responded to member questions.

Chair Liebling laid over HF4103 for possible inclusion in the Committee bill.

HF4099 (Moran) Community solutions for health child development grant
program established, and money appropriated.

Chair Liebling moved that HF4099 be laid over for possible inclusion in the Health Finance bill.

Chair Liebling moved the H4099A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Moran explained her bill as amended.

Representative Reyer moved that HF4063 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer moved the H4063DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Reyer presented her bill as amended.

Representative Bierman moved to adopt the Division Report of HF3114 (DIVH3114CR1). THE MOTION PREVAILED AND THE REPORT WAS ADOPTED.

Representative Bierman moved that HF3114 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Sandell presented his bill.

Chair Liebling moved that HF3876 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H3876A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Edelson presented her bill as amended.

Chair Liebling laid over HF3876, as amended, for possible inclusion in the Committee bill.

modified.

Representative Edelson presented her bill.
