PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 10:30 AM on February 5th, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Chair Mariani moved that HF 729 be recommended to pass and referred to the General Register.

Chair Mariani presented HF 729, a bill for an act relating to public safety; providing for a new name for an advisory council; amending Minnesota Statutes 2020, sections 626.8435; 626.8457, subdivision 3.

Chair Mariani renewed his motion that HF 729 be recommended to pass and referred to the General Register.

Representative Gomez presented HF 640, A bill for an act relating to public safety; requiring local units of government to establish law enforcement citizen oversight councils; specifying powers and duties of the councils and the responsibilities of local authorities toward them; requiring law enforcement policies, guidelines, training, and reporting on matters relating to procedural justice and community interactions; appropriating money; amending Minnesota Statutes 2020, section 626.89, subdivisions 2, 17; proposing coding for new law in Minnesota Statutes, chapter 626.

Chair Mariani moved the H0640A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Moller presented HF 75, A bill for an act relating to forfeiture; limiting vehicles and other property subject to forfeiture; providing for recovery of property by innocent owners; modifying participation in the federal equitable sharing program; requiring reports; appropriating money; amending Minnesota Statutes 2020, sections 169A.63, subdivisions 1, 7, 8, 10, 13, by adding subdivisions; 609.531, subdivision 1, by adding a subdivision; 609.5311, subdivisions 2, 3, 4; 609.5314, subdivisions 1, 2, by adding a subdivision; 609.5315, subdivisions 5, 5b, 6; repealing Minnesota Statutes 2020, section 609.5317.
