PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 10:30 AM on February 19th, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Chair Mariani moved that HF 952 be referred to the Committee on Ways and Means.

Chair Mariani moved the H0952A2 amendment. THE MOTION PREVAILED. THE AMMENDMENT WAS ADOPTED.

Representative Richardson presented HF 952, as amended, a bill for an act relating to public safety; creating the Task Force on Missing and Murdered African American Women; requiring an annual report on issues related to violence against African American women and girls; appropriating money for the Task Force on Missing and Murdered African American Women.

Representative Pinto presented HF 613, a bill for an act relating to public safety; increasing penalties for certain human trafficking offenses; increasing penalties for patrons of prostitutes; increasing the penalties for certain trespassing offenses; amending Minnesota Statutes 2020, sections 609.1095, subdivision 1; 609.131, subdivision 2; 609.322, subdivisions 1, 1a; 609.324,
subdivisions 2, 4; 609.3241; 609.352, subdivision 4; 609.605, subdivision 2; repealing Minnesota Statutes 2020, section 609.324, subdivision 3.

Representative Pinto presented HF 946, a bill for an act relating to public safety; creating a statewide sex trafficking investigation coordinator; proposing coding for new law in Minnesota Statutes, chapter 299A.

Representative Pinto moved the H0946A2 amendment. THE MOTION PREVAILED. THE AMMENDMENT WAS ADOPTED.

Representative Mueller moved that HF 698 be referred to the Committee on Ways and Means.

Representative Mueller presented HF 698, a bill for an act relating to public safety; requiring law enforcement to adopt policies for human sex trafficking investigation cases; proposing coding for new law in Minnesota Statutes, chapter 626.

Testifying on HF 698:
• Caroline Palmer, the Safe Harbor Director in the Minnesota Department of Health Violence Prevention Programs Unit

Chair Mariani moved that HF 698 be laid over for possible inclusion in the omnibus bill.
