PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on March 16th, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Klevorn moved that the minutes of March 12th, 2021 be approved. THE MOTION PREVAILED.


Representative Hollins moved that HF 861 be referred to the Committee on Ways and Means.

Representative Hollins presented HF 861, a bill for an act relating to public safety; establishing a grant program for victims of crime; appropriating money.

Testifying on HF 861:
• Artika Roller, Executive Director, Minnesota Coalition Against Sexual Assault
• Katie Kramer, Policy Director, Violence Free Minnesota
• Liz Richards, Director, Violence Free Minnesota

Chair Mariani moved that HF 861 be laid over for possible inclusion in the omnibus bill.


Representative Feist moved that HF 478 be referred to the Committee on Ways and Means.

Representative Feist moved the H0478DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 478, a bill for an act relating to crime; providing guidance to courts on sentencing veterans for criminal offenses related to a service-related disorder; proposing coding for new law in Minnesota Statutes, chapter 609.

Representative Feist renewed her motion that HF 478, as amended, be referred to the Committee on Ways and Means
