MINUTES

Representative Winkler, Chair of the Rules and Legislative Administration Committee, called the remote meeting to order at 10:10 A.M. on Thursday, April 8, 2021 pursuant to House rule 10.01.

The Committee Legislative Assistant noted the roll.

Chair Winkler called the meeting at 10:10 A.M. A quorum was present.
Representative Esther Agbaje moved that the minutes of April 6, 2021 be adopted. THE MOTION PREVAILED.
Chair Winkler moved that the Calendar for the Day for April 12, 2021 be approved. THE MOTION PREVAILED
Chair Winkler moved to waive committee deadlines for future action on HF707, HF1159, and HF752 pursuant to Joint Rule 2.03 and Senate Concurrent Resolution 6, and that the bills be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.
Chair Winkler moved to waive committee deadlines for future action on HF1761, HF1340, and HF1532 pursuant to Joint Rule 2.03 and Senate Concurrent Resolution 6, and that the bills be re-referred to the General Register. THE MOTION PREVAILED.
Chair Winkler moved to waive committee deadlines for future action on HF1104 and HF1103 pursuant to Joint Rule 2.03 and Senate Concurrent Resolution 6, and that the bills be re-referred to the committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.
The meeting was adjourned at 10:15 A.M.

  • HF707 (Moller) - Criminal sexual conduct provisions modified and clarified, and new sexual extortion crime created.
  • HF752 (Ecklund) - Military and veterans affairs budget established; policy and technical changes made to various military and veterans affairs provisions, deferred prosecutions allowed, data classified, military code changes made, requirements and qualifications modified, jurisdictional and appellate changes made, punishable offenses provided, penalties provided, and money appropriated.
  • HF1159 (Acomb) - Temporary personal care assistance compensation extended for services provided by a parent or spouse, and money appropriated.
  • HF1340 (Noor) - Responsible social services agency placing children in qualified residential treatment program requirements modified.
  • HF1532 (Frederick) - Human services community supports provisions modified.
  • HF1761 (Hollins) - Probation revocation prohibited for certain violations unless the person is a risk to public safety.
  • HF1104 (Thompson) - Peace officer civil and criminal liability immunity prohibited.
  • HF1103 (Thompson) - Duties imposed on peace officers and law enforcement agencies regarding video and audio recordings of deadly use of force, and civil remedy provided.
