SUBCOMMITTEE ON LEGISLATIVE PROCESS REFORM MINUTES

Representative Gene Pelowski, Chair of the Subcommittee on Legislative Process Reform, called the virtual meeting to order at 1:00 PM on February 5, 2021 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Wolgamott moved that the minutes of January 29, 2021, be adopted. THE MOTION PREVAILED.

Chair Pelowski moved that HF 371 be laid over for future consideration.

Representative Haley moved the H0371DE1 amendment.

Representative Haley moved the H0371A1 to the H0371DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Haley presented the H0371DE1 amendment as amended.

Representative Haley presented HF 371, a bill for an act relating to state government; permitting the legislature to terminate any order or rule adopted by the governor directing a response to a peacetime emergency if the emergency is continued for more than 30 days; amending Minnesota Statutes 2020, sections 12.31, subdivision 2; 12.32.

Testifying on HF 371:

Chair Pelowski renewed the motion that HF 371 be laid over for future consideration.

The meeting was adjourned at 2:30 PM.
