TAX COMMITTEE

MINUTES

Representative Paul Marquart, Chair of the Committee, called the virtual Tax Committee meeting to order at 1:00 P.M. on Wednesday, March 31, 2022, pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Lislegard moved the approval of the March 30, 2022 minutes. THE MOTION PREVAILED.

HF 3944 (Sandstede) Polar Vortex of February 2021; refundable tax credit for excess
energy cost due to extreme cold weather allowed, utilities required to disclose
information, and money appropriated.

Representative Lislegard moved that HF 3944 be laid over for possible inclusion in the Tax Omnibus Bill.

Representative Lislegard moved the H3944A5 amendment. THE AMENDMENT WAS ADOPTED.

Representative Sandstede presented HF 3944, as amended.

Chair Marquart laid over HF3944, as amended, for possible inclusion in the Tax Omnibus Bill.


HF 4422 (Sandstede) Fiber and conduit used in broadband and Internet access services
provided and exemption, and money appropriated.

Representative Lislegard moved that HF 4422 be laid over for possible inclusion in the Tax Omnibus Bill.

Representative Lislegard moved the H4422A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Sandstede presented HF 4422, as amended.

The Chair laid over HF 4422, as amended, for possible inclusion in the Tax Omnibus Bill.

HF 4400 (Becker-Finn)

Representative Youakim moved that HF 4400 be laid over for possible inclusion in the Tax Omnibus Bill.

Representative Becker-Finn presented HF 4400.

HF 778 (Stephenson) Sports betting provided for and authorized, licenses established,
local restrictions prohibited, sports betting taxation provided, civil and criminal penalties
provided, amateur sports grants provided, and reports required.

Representative Stephenson moved that HF 778 be re-referred to the Ways and Means committee.

Representative Stephenson moved the H0778A8 amendment. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 778, as amended.
