WAYS AND MEANS COMMITTEE

MINUTES

Representative Rena Moran, Chair of the Committee, called the hybrid Ways and Means Committee meeting to order at 9:00 A.M. on Thursday, April 21, 2022, pursuant to House rule 10.01. The meeting was conducted in Capitol Room 120 and over Zoom, and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Olson moved to adopt the minutes from Tuesday, April 19, 2022. THE MOTION PREVAILED.

Vice Chair Olson moved to adopt the minutes from Wednesday, April 20, 2022. THE MOTION PREVAILED.

HF 4735 (Pinto) Child care assistance, child care licensing, and early education provisions modified; forecast adjustments made to funding for health and human services; reports required; and money appropriated.

Representative Pinto moved HF 4735 before the committee.

Representative Pinto presented HF 4735.

Testifying on HF 4735:
• Adosh Unni, Director of Government Relations, Minnesota Department of Education
• Bobbie Burnham, Assistant Commissioner, Minnesota Department of Education

Representative Pinto moved to adopt the H4735A6 amendment and explained the amendment.

Representative Pinto renewed the motion to adopt the H4735A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Following discussion, Chair Moran temporarily laid over HF 4735 as amended.

HF 4300 (Davnie) Omnibus education finance bill.

Vice Chair Olson moved that HF 4300 be recommended to be placed on the General Register.

Vice Chair Olson moved to adopt the H4300A6 amendment. Representative Davnie explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie presented HF 4300 as amended.

Following discussion, Vice Chair Olson moved that the language contained in HF 4300, as amended, be incorporated into the Education Omnibus as separate articles. THE MOTION PREVAILED.

Representative Pinto moved that Articles 5 and 6 contained in HF 4735, as amended, be incorporated into the Education Omnibus as separate articles. THE MOTION PREVAILED.

Following discussion, Vice Chair Olson renewed the motion that HF 4300, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. A roll call was taken, and the results were as follows:
