WAYS AND MEANS COMMITTEE

MINUTES

Representative Rena Moran, Chair of the Committee, called the hybrid Ways and Means Committee meeting to order at 9:00 A.M. on Monday, April 25, 2022, pursuant to House rule 10.01. The meeting was conducted in Capitol Room 120 and over Zoom, and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice Chair Olson moved to adopt the minutes from Thursday, April 21, 2022. THE MOTION PREVAILED.

SF 4062 (Hansen) Omnibus environment policy and supplemental appropriations.

Representative Hansen moved that SF 4062 be recommended to be placed on the General Register.

Representative Hansen moved to delete the language in SF 4062 and insert the contents of the House companion, HF 4492 first engrossment. THE MOTION PREVAILED.
Representative Hansen moved to adopt the S4062A1 amendment and explained the amendment.

Representative Hansen renewed the motion to adopt the S4062A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented SF 4062 as amended.

HF 3920 (Becker-Finn) State Board of Appellate Counsel for Parents established; fees modified; uncertified copies of instruments eliminated from civil or criminal proceedings; time limit modified for postconviction relief for petitioners with immigration consequences; and money appropriated for courts, State Guardian Ad Litem Board, Board of Public Defense, human rights, and State Board of Appellate Counsel for Parents.

Representative Becker-Finn moved HF 3920 before the committee.

Representative Becker-Finn moved to adopt the H3920A5 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn moved to adopt the H3920A7 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn presented HF 3920 as amended.

Following discussion, Chair Moran temporarily laid over HF 3920 as amended.

HF 4608 (Mariani) Omnibus public safety bill.

Representative Mariani moved that HF 4608 be recommended to be placed on the General Register.

Representative Mariani presented HF 4608.

Representative Mariani moved to adopt the H4608A33 amendment and explained the amendment.

Representative Mariani renewed the motion to adopt the H4608A33 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Moran recessed the meeting at 10:48 A.M.

Chair Moran reconvened the meeting at 1:16 P.M.

Following discussion, Representative Mariani moved that the language contained in HF 4608, as amended, be incorporated into the Judiciary Finance, Civil Law and Public Safety Omnibus as separate articles. THE MOTION PREVAILED.

Representative Becker-Finn moved that the language contained in HF 3920, as amended, be incorporated into the Judiciary Finance, Civil Law and Public Safety Omnibus as separate articles. THE MOTION PREVAILED.

Following discussion, Chair Mariani renewed the motion that HF 4608, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. A roll call was taken, and the results were as follows:
