WAYS AND MEANS COMMITTEE

MINUTES

Representative Rena Moran, Chair of the Committee, called the hybrid Ways and Means Committee meeting to order at 9:00 A.M. on Tuesday, April 26, 2022, pursuant to House rule 10.01. The meeting was conducted in Capitol Room 120 and over Zoom, and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Garofalo moved to adopt the minutes from Monday, April 25, 2022. THE MOTION PREVAILED.

Vice Chair Olson assumed the gavel at 9:05 A.M.

Chair Moran moved the 2022 Budget Resolution coded BUDRES04 before the committee.

Chair Moran moved adoption of the BUDRES04-A03 amendment and explained the amendment.

Chair Moran renewed the motion to adopt the BUDRES04-A03 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Moran assumed the gavel at 9:07 A.M.

HF 4177 (Ecklund) Department of Labor and Industry, Workers' Compensation Court of Appeals, and Bureau of Mediation Services funding provided; policy and technical changes made; OSHA penalty conformity changes made; fair labor standards established for agricultural workers; combative sports regulated; Public Employment Relations Board modified; refinery safety requirements established; agriculture worker wellness provisions established; reports required; rulemaking required; and money appropriated.

Representative Ecklund moved HF 4177 before the committee.

Representative Ecklund moved to adopt the H4177A11 amendment and explained the amendment.

Representative Ecklund renewed the motion to adopt the H4177A11 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Olson moved to adopt the H4177A9 amendment and explained the amendment.

Vice Chair Olson renewed the motion to adopt the H4177A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund presented HF 4177 as amended.

Following discussion, Chair Moran laid over HF 4177 as amended.

HF 3337 (Long) Energy and climate change needs supplemental budget established; energy conservation, Public Utility Commission proceedings, energy storage, renewable energy, electric vehicles, energy-related economic development, greenhouse gas emissions, and other energy and climate policy provisions added and modified; accounts created; grant programs established; rulemaking authorized; reports required; technical changes made; and money transferred and appropriated.

Vice Chair Olson moved HF 3337 before the committee.

Vice Chair Olson moved to adopt the H3337A12 amendment. Representative Long explained the amendment.

Vice Chair Olson renewed the motion to adopt the H3337A12 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Long presented HF 3337 as amended.

Following discussion, Chair Moran laid over HF 3337 as amended.

HF 3607 (Stephenson) Commerce activity supplemental budget established; commerce, licensee continuing education, financial institutions, weights and measures, insurance, and consumer protection provisions modified and added; civil procedures modified; reports required; technical changes made; and money transferred and appropriated.

Vice Chair Olson moved HF 3607 before the committee.

Vice Chair Olson moved to adopt the H3607A16 amendment. Representative Stephenson explained the amendment.

Vice Chair Olson renewed the motion to adopt the H3607A16 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 3607 as amended.

After discussion, Chair Moran laid over HF 3607 as amended.

HF 4355 (Noor) Omnibus workforce and business development finance and policy bill.

Representative Noor moved that HF 4355 be recommended to be placed on the General Register.

Representative Noor moved to adopt the H4355A8 amendment and explained the amendment.

Representative Noor moved an oral amendment to the H4355A8 amendment:

Page 1, delete everything after 1.19 through Article 3.

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Noor renewed the motion to adopt the H4355A8 amendment with the incorporated language. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Noor moved to adopt the H4355A9 amendment and explained the amendment.

Representative Noor renewed the motion to adopt the H4355A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Noor presented HF 4355 as amended.

Following discussion, Representative Noor moved that the language contained in HF 4355, as amended, be incorporated into the Jobs and Economic Development Omnibus as separate articles. THE MOTION PREVAILED.

Representative Ecklund moved that the language contained in HF 4177, as amended, be incorporated into the Jobs and Economic Development Omnibus as separate articles. THE MOTION PREVAILED.

Vice Chair Olson moved that the language contained in HF 3337, as amended, be incorporated into the Jobs and Economic Development Omnibus as separate articles. THE MOTION PREVAILED.

Vice Chair Olson moved that the language contained in HF 3607, as amended, be incorporated into the Jobs and Economic Development Omnibus as separate articles. THE MOTION PREVAILED.

Following discussion, Representative Noor renewed the motion that HF 4355, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. A roll call was taken, and the results were as follows:

Representative Bernardy moved that HF 3872 be recommended to be placed on the General Register.

Representative Bernardy moved to adopt the H3872A8 amendment and explained the amendment.

Representative Bernardy renewed the motion to adopt the H3872A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
