AGRICULTURE FINANCE & POLICY COMMITTEE MINUTES

Representative Samantha Vang, Chair of the Committee on Agricultural Finance and Policy Committee, called the meeting to order at 1:00 PM on March 9, 2023, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Pursell moved to adopt the March 7, 2023, minutes. THE MOTION PREVAILED.

HF 1497 (Pursell); False labeling of pesticide-treated plants as pollinator-friendly prohibited.

Representative Pursell moved that HF 1497 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Pursell presented HF 1497.

Representative Pursell renewed the motion that HF 1497 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill. The bill was laid over.

HF 1130 (Tabke); Cities authorized to adopt pesticide control ordinances.

Chair Vang moved that HF 1130 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Tabke moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Tabke moved the A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Tabke presented HF 1130, as amended.

Representative Tabke corrected and renewed the motion that HF 1130, as amended, be re-referred to the Environment and Natural Resources Finance and Policy. THE MOTION PREVAILED.

HF 1150 (Hansen); Registration for pesticides containing perfluoroalkyl or polyfluoroalkyl substance prohibited.

Representative Hansen moved that HF 1150 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Hansen presented HF 1150.

Representative Hansen renewed the motion that HF 1150 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill. The bill was laid over.

HF 1317 (Hansen); Terms defined; Use, storage, disposal, and sale of pesticide-treated seed regulated; label statements for pesticide-treated seed required; consumer guidance required; rulemaking required; and money appropriated.

Representative Hansen moved that HF 1317 be referred to the Environment and Natural Resources Finance and Policy Committee.

Representative Hansen moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 1317 as amended.

Representative Anderson moved the A2 amendment. THE MOTION DID NOT PREVAIL.
