CAPITAL INVESTMENT COMMITTEE MINUTES

Representative Fue Lee, Chair of the Capital Investment Committee, called the meeting to order at 1:00 pm on April 14, 2023 in Room 120 of the Minnesota State Capitol. The meeting was broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

HF 1134 (Lee) Commissioner of management and budget required to submit evaluations of capital improvement project requests relating to jails to the legislature, and study and report of county jails required by commissioner of corrections.

Chair Lee presented HF 1134 and the H1134A2 amendment on an informational only basis.

HF 1133 (Lee) Minnesota Management and Budget funding provided to increase the agency’s capacity to assist groups and organizations with capital budget process and coordinate with state agencies regarding the administration of capital project appropriations and programs, and money appropriated.

Chair Lee presented HF 1133 and the H1133DE1 amendment on an informational only basis.

HF 1135 (Lee) Research funding provided to integrate weather trends in designing and operating public buildings to reduce operational costs and prevent damage from extreme weather events, and report required, and money appropriated.

HF 2989 (Lee) New green infrastructure grant program created, criteria for projects funded through clean water and drinking water revolving funds amended, rules and prioritization of projects in project priority lists required to factor in new criteria, and money appropriated.
