CLIMATE AND ENERGY FINANCE AND POLICY MINUTES

Representative Patty Acomb, Chair of the Committee on Climate and Energy Finance and Policy, called the meeting to order at 3:00 PM on February 21, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kraft moved that the minutes from February 15, 2023 be approved. THE MOTION PREVAILED.

HF 749 (Reyer); Energy guidelines required for state buildings to incorporate provisions that address resiliency with respect to climate change.

Chair Acomb moved that HF 749 be be re-referred to the Committee on Sustainable Development.

Representative Reyer presented HF 749.

Chair Acomb renewed the motion that HF 749 be be re-referred to the Committee on Sustainable Development. THE MOTION PREVAILED.

HF 1386 (Hollins); Public Utilities Commission directed to issue an order, utilities required to install energy storage system under certain conditions, public utilities directed to file tariff with Public Utilities Commission, Public Utilities Commission required to order installation of energy storage system, public utilities required to file plan to install energy storage systems, incentive program to install energy storage systems established, and money appropriated.

Representative Hollins moved that HF 1386 be be re-referred to the Committee on Environment and Natural Resources.

Representative Hollins moved the DE3 Amendment. THE MOTION PREVAILED; THE AMENDMENT WAS ADOPTED.

Representative Hollins moved an oral amendment, as below:
• On line 2.13 delete “2022” and insert “2023”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Hollins presented HF 1386 as amended.
