COMMERCE FINANCE AND POLICY COMMITTEE MINUTES

Representative Carlie Kotyza-Witthuhn, Vice Chair of the Commerce Finance and Policy Committee, called the meeting to order at 1:06 PM on March 29, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

Chair Stephenson moved approval of the minutes from March 27, 2023. THE MOTION PREVAILED.

HF2680 (Stephenson); Department of Commerce biennial budget established; various insurance governing provisions modified; strengthen Minnesota homes program established; money transmitters regulated; energy, renewable energy, and utility regulation governing provisions established and modified; state competitiveness fund established; technical changes made; penalties established; administrative rulemaking authorized; reports required; and money appropriated.

Chair Stephenson moved that HF2680 be recommended to be referred to the Committee on Ways and Means.

Chair Stephenson moved the H2680A23 amendment.

Chair Stephenson moved the H2680A11 amendment to the H2680A23 amendment. THE MOTION DID NOT PREVAIL.

Representative O’Driscoll moved the H2680A3 amendment to the H2680A23 amendment. THE MOTION DID NOT PREVAIL.

Representative Neu Brindley moved the H2680A4 amendment to the H2680A23 amendment. THE MOTION DID NOT PREVAIL..

Representative O’Driscoll moved the H2680A6 amendment to the H2680A23 amendment. THE MOTION DID NOT PREVAIL.

Representative Daudt moved the H2680A7 amendment to the H2680A23 amendment. THE MOTION DID NOT PREVAIL.

Representative Daudt moved the H2680A8 amendment to the H2680A23 amendment.

Representative Daudt requested a roll call vote on the amendment.

Chair Stephenson renewed the motion that the H2680A23 amendment, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Stephenson renewed the motion that HF2680, as amended, be recommended to be referred to the Committee on Ways and Means.

HF2680 will be the vehicle for the commerce finance and policy omnibus bill.
The DE amendment will be posted by the end of the day on Friday, March 24.
Public testimony to all provisions will be taken on Monday, March 27.
Markup and passage will take place on Wednesday, March 29.
