CHILDREN AND FAMILIES FINANCE AND POLICY COMMITTEE MINUTES

Representative Dave Pinto, Chair of the Children and Families Finance and Policy Committee, called the meeting to order at 8:31 AM on February 2, 2023, in Room 200N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Keeler moved that the minutes from January 31, 2023 be approved. THE MOTION PREVAILED.

HF 2 (Richardson) A bill for an act relating to economic development; providing for paid family and medical leave; appropriating money; amending Minnesota Statutes 2022, sections 13.719, by adding a subdivision; 177.27, subdivision 4; 181.032; 256J.561, by adding a subdivision; 256J.95, subdivisions 3, 11; 256P.01, subdivision 3; 268.19, subdivision 1; proposing coding for new law as Minnesota Statutes, chapter 268B.

Vice Chair Keeler moved that HF 2 be re-referred to the Committee on Labor and Industry Finance and Policy.

Vice Chair Keeler moved the A12 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Richardson presented HF 2 as amended.

Presentation on Article 2 by Debra Fitzpatrick, Director of Policy and Research, Children's Defense Fund Minnesota.

Lead Daniels moved to lay HF 2 on the table. THE MOTION DID NOT PREVAIL.

Representative Keeler renewed the motion that HF 2 as amended be re-referred to the Committee on Labor and Industry Finance and Policy. THE MOTION PREVAILED.

HF 570 (Kotyza-Witthuhn) A bill for an act relating to education; appropriating money for a grant to the Reach Out and Read Minnesota program.

Chair Pinto moved to bring HF 570 before the committee.

Rep Kotyza-Witthuhn presented HF 570.
