ECONOMIC DEVELOPMENT FINANCE & POLICY COMMITTEE MINUTES

Representative Hodan Hassan, Chair of the Committee on Economic Development Finance and Policy, called the meeting to order at 10:32 AM on March 1, 2023 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF 1398 (Hill) Community energy transition grant program modified, and money appropriated.

A quorum was present at 10:35AM.

Chair Hassan moved to re-refer HF 1398 to the Climate and Energy Finance and Policy Committee.

Representative Hill presented HF 1398.

Chair Hassan renewed the motion to re-refer HF1398 to the Climate and Energy Finance and Policy Committee. THE MOTION PREVAILED.

HF 1280 (Richardson) Center for Economic Inclusion funding provided, and money appropriated.

Chair Hassan moved that HF 1280 be laid over for possible inclusion in the Economic Development Finance and Policy Committee omnibus bill.

Representative Richardson moved to adopt the H1280A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Richardson presented HF 1280, as amended.

Representative Koznick moved to adopt the H1280A2 amendment. THE MOTION DID NOT PREVAIL.

Representative Perryman moved to adopt the H1280A3 amendment. THE MOTION DID NOT PREVAIL.

Representative Wiener moved to adopt the H1280A4 amendment. THE MOTION DID NOT PREVAIL.

Representative Hassan re-renewed the motion that HF1280, as amended, be laid over for possible inclusion in the Economic Development Finance and Policy Committee omnibus bill. The bill was laid over.

HF 1528 (Norris) New markets tax credit proposed, administration of credit provided, and disclosure of information allowed.

Representative Hassan moved that HF 1528 be re-referred to the Taxes Committee.

Representative Norris presented HF 1528.

HF 2093 (Hassan) East Phillips Neighborhood Institute grant funding provided, and money appropriated.

Representative Hanson moved that HF 2093 be re-referred to the Capital Investment Committee.

Chair Hassan presented HF 2093.
